Using an online job platform to understand gender dynamics in the Mozambican informal labour market: Paul Jasper, Oxford Policy Management
MUVA is a programme that aims at improving women’s economic empowerment in urban Mozambique. Biscate is an online job platform that connects blue collar workers on the informal market to clients. We’ll share how we want to bring the two together in order to gain insights into the role of gender in the Mozambican informal labour market and to explore the effectiveness of our projects that try to tackle those.

Within the context of a large programme on female economic empowerment in Mozambique we use data generated by an online job platform – biscate.co.mz – to gain insights into the role of gender in the Mozambican informal labour market and to explore effectiveness of projects that aim at influencing related gender dynamics.
Biscate is an innovative platform that connects blue-collar workers (e.g. carpenters, painters) to clients and includes features such as a rating engine and search engine for clients. It is a hybrid platform where workers can connect and register using USSD, which can be used with normal mobile phones and not only smartphones. This makes it easily accessible to workers in Mozambique who are employed in the informal sector and often do small informal jobs.
This platform gives access to a large amount of “data stream” useful to develop ways to do rapid and continuous evaluations and testing of interventions, which can be potentially interesting to explore two questions: first, what role does gender play here? Second, how effective are interventions that aim at helping women to succeed here? This short presentation will focus on our approach and insights regarding the use of platform data to address those two questions.
Paul Jasper is a deputy portfolio leader at Cross-Cutting team at OPM and is a Consultant within the Monitoring & Evaluation portfolio. He is a Development Economist with ample experience in data management, quantitative research, experimental and quasi-experimental quantitative evaluation methodologies, and statistical analysis.
